Andriana specializes in defending suspects and accused individuals, representing victims in criminal cases, representing individuals in the European Court of Human Rights, and challenging authorities’ decisions in administrative proceedings.

Experience

● Expert of the EU Project “Pravo-Justice.”

● Since 2015 – private law practice, attorney, partner, representation of clients’ interests before the European Court of Human Rights, and representation of natural persons in criminal proceedings.

● 2012-2015 – Head of the Department of International Cooperation at the Office of the Ukrainian Parliamentary Commissioner for Human Rights.

● 2004-2012 – Leading consultant of the International Cooperation Department of the Office of the Verkhovna Rada of Ukraine (Parliament).

Practice areas

Markiyan specializes in criminal law and procedure, representing clients before the European Court of Human Rights. He also provides consultation on personal data protection and serves as the expert for the Council of Europe on the practice of the European Court of Human Rights.

Experience

● 2015 – 2019: lawyer, European Court of Human Rights. Processing applications brought before the European Court of Human Rights, procedural requests in cases pending before the Court, and preparing draft judgments/decisions of the Court.

● 2013 – 2015: Director of the Department for Personal Data Protection in the Office of the Ukrainian Parliament Commissioner for Human Rights.

● Organization of the Department for Personal Data Protection, whose primary responsibility was to support the Parliament Commissioner in ensuring compliance with the Ukrainian Data Protection Act.

● 2010 – 2013: from leading specialist to acting Government Agent before the European Court of Human Rights at the Ministry of Justice of Ukraine.

● Preparing the position of the Government of Ukraine in cases pending before the ECHR, monitoring compliance of the drafts of domestic legal acts with the ECHR’s jurisprudence, identification of measures necessary for the enforcement of judgments of the ECHR delivered in cases against Ukraine, reporting to the Committee of Ministers of the Council of Europe on the progress of enforcement of European Court’s decisions in Ukraine.
